The Information Technology and Telecommunication sector is a key pillar of Pakistan’s digital economy agenda under the National Economic transformation Plan (URAAN Pakistan), with policy focus centered around exports, digital infrastructure, governance reform, cybersecurity, and industry facilitation.
ICT sector has demonstrated strong performance during recently concluded FY 2025-26, with ICT exports reaching US $ 2.97 billion, broadband subscriptions expanding to 157 million ( 63% penetration), and achieving Tier-1 Global Cybersecurity Index ranking. However, procurement bottlenecks, multi-agency coordination gaps, and skills deficits (39% of HR targets achieved) constrained deeper scalability.
Priorities of the important sector for financial year 2026-27 include US$ 7.3 billion IT exports, operationalization of the Islamabad IT Park, commencement of the Karachi IT Park, 25000 employment outcomes, launching of the National AI (Artificial Intelligence ) Advancement Initiative (NAAI), and full=scale development of the National Citizen Services Portal (SuperApp). These key initiatives are duly aligned with URAAN Pakistan’s 5Es Exports, Equity, E-Pakistan, Energy and Environment Framework, advancing Exports (Information Technology enabled Services (ITeS), E-governances (digital transformation), Entrepreneurship (IT Parks and Startups), and Excellence (cybersecurity and AI capability development).
