Public Private Partnership Authority role in Infrastructure Development

Role of recently established Public Private Partnership Authority (P3A) is pivotal  in terms of  enabling  the government  in pursuing  the development agenda  through private sector partnership.

P3A’s support to the implementing agencies  in developing  Public Private Partnership  (PPP) transactions is of utmost importance as PPP transactions, by default,  are complex in nature, PPP agreements need to be structured to maximize prospects for creating  a win-win for both the public and the private sectors.

To date, the Board of P3A has already approved the projects worth Rs 264 billion. The Board of P3A also expects to approve projects worth Rs 978 billion (not mutually exclusive) in the first quarter of 2021-22. Out of the two federal road sector projects, Sialkot –Kharian is expected to be awarded  to the concessionaire around this time  and Sukkur-Hyderabad Motorway is expected to be floated in the market  after its tender documents  are approved by the Board of P3A.

P3A is currently working on various projects. Details of P3A’s high –impact projects which are at advanced stage of preparation and are expected to be awarded to the private sector in 2021-22 is given below.

Twelve high impact projects under PPP Mode include five NHA, four Railways and  three PIA projects.

Financial bids evaluation of NHA’s Sialkot-Kharian Motorway evaluation  was underway when the last reports came in. Its feasibility study has already been completed, tenders have been floated and are likely to be awarded within these days.

NHA is busy in preparing bidding documents  for Sukkur-Hyderabad Motorway,its feasibility study has also been  completed, tenders were floated in June 2021 and are likely to be awarded in October 2021.
