ATCONS, formally known as Associated Technical Consultants, is one of Pakistan’s most trusted and reliable names in engineering and design consultancy. Over the past 45 years, the company has built a solid reputation for providing high-quality, innovative, and sustainable consultancy services across various industries. Since its establishment in 1979, ATCONS has been synonymous with professionalism and reliability, successfully handling projects for private enterprises, industrial clients, educational institutions, and government organizations. Its extensive portfolio includes collaborations with multiple Public & Private Enterprises, Multinational Companies, International Consultancies, Donor & Trade Agencies, and various International clients, showcasing the company’s ability to manage projects of different scales and complexities.
Engineering Post recently had the opportunity to sit down with Engr. Safwan Ali, the Director Projects of ATCONS, to gain insights into the company’s operations, challenges in the engineering sector, and potential solutions for future growth. Under Mr. Safwan’s capable leadership, the company has experienced remarkable progress. His impressive educational background—a double bachelor’s degree in Electrical Engineering and Physics from the United States, coupled with an MBA from IBA Pakistan—has equipped him with the expertise and vision to drive ATCONS toward greater achievements.
Over the years, ATCONS has made a significant impact across various sectors, with a current emphasis on the industrial category, particularly the textile sector. As one of Pakistan’s largest industries, textiles remain a focal point of ATCONS’ consultancy work, where the firm provides cutting-edge engineering and design solutions tailored to meet the specific needs of clients. Additionally, ATCONS has also carved a niche for itself in the education sector, delivering engineering and design services for renowned institutions such as Mehran University of Engineering & Technology, Quaid-e-Awam University, The City School Network, and others. These projects are a testament to the company’s versatility and its commitment to addressing diverse challenges in different fields.
ATCONS’ success can be attributed to its unwavering focus on innovation, quality, and sustainability. The company continuously adopts advanced technologies and cost-effective methods to deliver superior results while prioritizing environmentally friendly practices. This approach has allowed ATCONS to complete an extensive range of projects, including residential units, commercial buildings, multi-story apartments, educational campuses, hospitals, and industrial facilities. The firm has also demonstrated significant expertise in power systems, handling low-voltage (0.4KV) and high-voltage (220KV) transmission systems, as well as both conventional and renewable energy solutions. Besides conventional power systems, the firm has also developed and implemented solutions based on Extra-low Voltage (24/48V) as well as DC-based infrastructures. By offering such a broad spectrum of services, ATCONS has positioned itself as a leader in the engineering consultancy industry in Pakistan.
During the interview, Mr. Safwan addressed several pressing issues facing the engineering sector in Pakistan. He highlighted that consultancy services are often undervalued, particularly in the private sector. “Engineering and design consultancy play a vital role in the evolution of the sector throughout the market, but unfortunately, it is often treated as an afterthought, especially in private sector projects,” he remarked. While some in the private sector recognize the critical importance of engineering consultancy, the market’s tendency to prioritize construction over design and planning hinders the sector’s overall growth. Mr. Safwan emphasized the need to address this oversight to ensure the sustainable development of engineering projects.
On the topic of locally manufactured products, Mr. Safwan expressed mixed opinions. He acknowledged the local market’s ability to produce high-quality products that meet international standards. However, he noted a critical issue: the inconsistency in maintaining these standards over time. “The local market has undoubtedly manufactured high-quality products that meet global benchmarks,” he explained. “But the problem lies in maintaining that quality over time. A decline in product consistency affects client trust and reliance on local products.” This inconsistency discourages consultants and clients from recommending or using locally manufactured items, thereby limiting the growth of the domestic market.
When asked about potential solutions to improve the quality of local manufacturing, Mr. Safwan suggested strengthening the role of quality-testing agencies. He advocated for the establishment of clear benchmarks to ensure that all products released into the market meet a minimum quality standard. Additionally, he emphasized the importance of internal quality control measures within manufacturing companies. “The government must enhance the quality-testing infrastructure and establish new agencies to oversee product standards,” he said. By implementing these measures, local manufacturers can regain the confidence of consultants and clients, paving the way for a more robust domestic market.
Another significant challenge discussed during the interview was the proliferation of counterfeit products in the market. These substandard items, often marketed as high-quality alternatives, not only damage the reputation of legitimate companies but also compromise the integrity of projects. Mr. Safwan stressed the need for government intervention to regulate the market and prevent the circulation of such products. He proposed introducing a proper certification system to verify the authenticity and quality of goods. Furthermore, he highlighted a common dilemma: many consumers prioritize cost over quality. “Clients often opt for substandard products simply because they are cheaper,” he noted. “Consumers need to understand the long-term benefits of investing in quality, as this can significantly reduce the circulation of fake products in the market.” By promoting awareness about the value of quality, both consumers and manufacturers can contribute to improving the overall market landscape.
The discussion also touched upon the prevalence of underqualified and uncertified consultants in the market. Mr. Safwan criticized the practice of individuals working as engineering consultants without the proper qualifications, certifications, or licenses. “Consultants without proper credentials not only compromise their own credibility but also jeopardize the success of the projects they undertake,” he said. This lack of professionalism often results in poorly designed and executed projects, which can have long-term negative consequences for clients. He urged clients to ensure that their consultants possess the necessary credentials to guarantee reliable and efficient project delivery. By doing so, clients can safeguard their investments and contribute to raising the standards of the consultancy industry.
