Chinese Pakistani JV seek O&M for Daral Khwar Hydropower Project

A joint venture of Chinese and Pakistani Engineering firms, Cemtec-Jiangsu JV, has filed a petition in the Peshawar High Court seeking Operation & Management (O&M) services of the Daral Khwar hydropower project.

The petitioner claims that it was the lowest bidder in the tendering process but instead of being awarded the contract of the O&M Services of the 36.6MW Daral Khwar hydropower project (DKHP), it was informed that the contract had been cancelled.

According to sources Pakhtunkhwa Energy Development Organisation (Pedo) intends to undertake those services itself instead of outsourcing it. The petitioner has requested the high court to declare that the Pedo can’t manage the O&M services of the project being a regulatory body.

A bench consisting of Justice Roohul Amin Khan and Justice Ijaz Anwar extended a stay order granted in favour of the petitioner, restraining the Pedo from hiring staff for managing the O&M services of the project by itself after the cancellation of the contract process.

The Sino-Pak JV has prayed the court to declare that as it is the duly qualified and lowest bidder it was entitled to the contract of O&M services of the DKHP.
