The government in any economy acts as a facilitator to enable and provide a feasible environment for businesses to flourish.

Experts have suggested some of the sector specific areas for the facilitation of businesses which are mentioned below for undertaking suggested actions during the ongoing financial year 2025-26 if not already engaged in this regard.

Pakistan has a significant advantage in textiles. The Federal Ministry of Commerce needs to focus on upgrading the textile industry through public-private partnerships for modern machinery, encouraging investment in value-added products such as apparel and home textiles, technical textiles etc and improving the textile supply chain as well. Further, the Ministry should also promote the manufacturing of consumer electronics, home appliances, training and market access by offering incentives for technological development, training, and market -access by utilizing the EDF sources.

The Ministry of Industries and Production should focus on localized production of electric vehicles (EVs) and related infrastructure.

The Ministry of Industries and Production , through Industrial Policy, must encourage the manufacturers to adopt eco-friendly technologies, such as energy-efficient machines and waste -recycling systems in order to reduce the environmental impact of production processes.

The Ministry should also promote circular economy practices within the manufacturing sector for minimizing waste and maximizing resource efficiency. This should possibly be done by improving product design for recyclability and promoting the reuse of materials.

The Ministry should encourage the manufacturers to source raw materials responsibly, especially in the industries like textiles and construction, for reducing the environmental footprint of production.

The Ministry needs to urge the manufacturers to strengthen domestic supply chains for raw materials, particularly for industries like steel, chemicals and textiles. This will reduce dependence on imports and improve the competitiveness of local manufacturers.

Furthermore, the Ministry of Industry and Production should support the development of integrated supply chains that link the manufacturers with raw material suppliers, transportation networks, and retailers to improve efficiency and reduce costs of production through advisory councils’ sessions.

And, the industry policy must create an environment for collaboration between the private and public sectors. In this regard, the experts opined, public-private partnerships should be used for infrastructural development, technology transfer, and innovation.
