In a landmark decision poised to reshape Pakistan’s logistics sector, the Competition Commission of Pakistan (CCP) has approved the National Logistics Corporation (NLC) to acquire 60% shareholding in DP World Logistics FZE (DWLF). The move, facilitated by the Special Investment Facilitation Council (SIFC), underscores Pakistan’s push to attract foreign investment and drive economic revitalization.
The Share Purchase Agreement, finalized after rigorous negotiations backed by the SIFC, marks a significant stride in enhancing Pakistan’s logistics capabilities. Established in 1978, the state-owned NLC operates under the National Logistics Corporation Act 2023 and dominates road freight, infrastructure, and cross-border transportation services. The joint venture with Dubai-based DWLF is expected to leverage NLC’s domestic expertise and DWLF’s global reach to optimize supply chain efficiency.
CCP’s clearance followed a meticulous review under Section 2(1) (e) and Section 3 of the Competition Act, 2010, concluding the merger would neither stifle competition nor cement monopolistic control in Pakistan’s “Road Freight Logistics” market. The watchdog emphasized the deal’s compliance with Section 31(1) (d) (i), citing no risks of collusion or dominance.
“This transaction unlocks synergies without exclusivity concerns,” stated a CCP spokesperson. “DWLF’s entry will modernize Pakistan’s logistics framework, aligning with SIFC’s vision for a competitive, investment-friendly economy.”
Analysts predict the partnership will bolster Pakistan’s trade connectivity through advanced technology and infrastructure, reducing operational costs for industries reliant on road networks. With no significant coordinated effects anticipated, the merger sets a precedent for public-private collaborations aimed at sustainable growth.
As NLC expands its footprint, the deal signals Pakistan’s commitment to integrating global logistics standards, potentially attracting further foreign ventures under the SIFC umbrella. Stakeholders await transformative gains in supply chain resilience, positioning Pakistan as a regional logistics hub
