The Engineering Development Board (EDB) has introduced the draft Mobile and Electronics Policy 2026-33, projecting that re-exports of refurbished mobile phones could fetch between $300 million and $400 million annually.
The announcement was made by EDB Chief Executive Officer Hammad Mansoor during a briefing to Special Assistant to the Prime Minister on Industries and Production Haroon Akhtar. The proposed framework aims to strengthen Pakistan’s foothold in the global electronics market while accelerating industrial modernization.
Under the draft, a dedicated mobile and electronics devices cell will be established within the EDB to streamline coordination and ensure effective execution of policy measures. The initiative aligns with the government’s broader strategy of export-driven growth and deeper integration into the global electronics value chain.
Akhtar described the policy as a landmark step for the industrial sector, expressing confidence that, once approved, Pakistan would move toward large-scale domestic manufacturing of mobile phones and electronic devices. He noted that leading multinational firms, including Apple Inc. and Samsung Electronics, would be invited to explore setting up production facilities in the country.
The meeting, attended by Federal Secretary for Industries and Production Saif Anjum and senior officials, finalized recommendations for submission to the prime minister. Officials believe the policy will spur job creation, attract foreign investment, promote technology transfer, and position Pakistan as a regional manufacturing hub.
