Housing and Works Division of the Federal Government through its subsidiary down the line departments is continuing implementation of as many as 42 major and minor development schemes which are at various stages of their scheduled completion already during new financial year 2019-20.
Additionally, three new schemes are also planned to be launched during on-going financial year. Quite interesting, all three of these schemes i.e. Construction of Police Barracks, Police Station, Civil Lines including Prisoner Cell at NAB (Khyber Pukhtoonkhwah) Hayatabad, Peshawar; Installation of Fire Fighting System for Office Building at NAB (Balochistan) at Quetta, and; Installation of Tubewells in Federal Lodges No 1,11 and 111 Quetta though approved in 2016 and 2017 , not a single had so far been incurred and these will be launched this fiscal after inordinate delay of two to three years for obvious reasons of no allocation in the PSDP previously.
All these 45 development schemes are estimated to cost Rs 36819.896 million involving no foreign aid or foreign exchange component. On the implementation of these schemes over the years, total estimated amount of Rs 28805. 639 million have already been incurred by end June 2019, according to the information available from official sources.
For continuing execution of 42 development schemes and launching of three new schemes, the Housing and Works Division has been allocated Rs 2930.077 million for the current financial year under the Public Sector Development Programme (PSDP) 2019 against throw-forward of Rs 8014.267 million.
These ongoing and new schemes have been approved for execution by the agencies concerned down the line at the appropriate level of the Departmental Development Works Party (DDWP), Central Development Working Party (CDWP) and the Executive Committee of the National Economic Council (ECNEC) between 2007 to 2017 .
Construction of 22-Category IV Flats for low paid Federal Government Employees,Hasan Garhi, Peshawar is the oldest under implementation scheme of the Housing and Works Division which was approved by the Departmental Development Works Party (DDWP) way back in December , 2007 and is far from making substantial progress even in 12 years as only Rs 36. 960 million have been reported incurred on its implementation till end June 2019 against its total estimated cost of Rs 89.910 million and is now likely to be completed with an allocation of total amount of Rs 22.950 million in the PSDP 2019-20 required for this purpose.
Three other schemes pertaining to acquisition of land and construction of office-cum-residential accommodation for I.B. Staff at Dera Ismail Khan and Kohat and 48 Family Suits at Islamabad can easily be listed among slow moving schemes as all these were approved by the DDWP in the second half of 2009 and may be completed or attain near completion status by end June 2020 due to courtesy of adequate PSDP funding this fiscal.
Many details about large number of development schemes have been intentionally avoided as these may not be of that much interest to many, please.
